Announcing secr 3.1.7

secr 3.1.7, now on CRAN, fixes several bugs as detailed at https://cran.r-project.org/web/packages/secr/NEWS. Most were in seldom-used features and caused a visible error, but note the altered results for R.N from region.N() in models with individual variation in detection (including h2).
