U Care-does not open even when I am the "administrator&

I downloaded the new libraries/U-Care programs and when I click on the U-Care icon, the Dos screen very quickly disappears. I did notice another user asked this same question, however, this other user had not firstly identified themselves as the administrator. I have done this (ensured I am the administrator), but the program still will not open. I have uninstalled and installed both parts several times now. I am also using Vista-is this a problem? Also, the data files will not open either from the web site (are these essential for simply opening the program?).

Do you download the version related to libraries 7.2 or the version related to libraries 7.5 ?
