U-CARE High C hat value for Test 3

I have a lot of transients in my data, with 77% of animals only having been seen once. I have tried to minimise this transience by using short periods of time and few occasions to model the data in POPAN. However, the C-hat values that I get in both U-CARE and RELEASE GOF are above 3 on the global test.
The values of test 2 are ok at around 1-1.5 (depending on the software used). However, test 3 has a c-hat of 7. Which is obviously telling me that I have a transience problem in my data. I know this, but I am unsure of how best to deal with such a high proportion of transients.
I want/ need to model abundance of both residents and transients, so I cannot just remove the transients, and if I set all of the first capture occasions to 0 to deal with transience, then I do not have enough recaptures to model the data.

If anyone has any suggestions I would really appreciate it.
