POPAN constraints on entry parameters

I overheard a conversation in which concern was expressed about possible bias introduced by applying constraints on entry parameters (pent or beta) in POPAN models. Unfortunately, I didn't catch the details. Is anyone concerned about the effects of constraining entry parameters?
